MULTI-AGENCY TECHNICAL ENGAGEMENT ON POLICY AND REGULATION OF COSMETICS
The State Department for Industry convened a multi-agency technical engagement in Machakos aimed at resolving long-standing policy and regulatory issues raised by manufacturers particularly concerning framework for regulation of cosmetics, importation of special cosmetics, HS code classification and inter-agency coordination. Speaking on behalf of the Principal Secretary, the Industrialization Secretary, Prof. Erastus Gatebe emphasized that the process is part of a deliberate national journey to establish a clear, harmonized regulatory framework that protects public health while supporting industrial growth. The engagement brought together SDI, PPB, KEBS, KRA and Ken Trade to build internal coherence and agree on practical guidance that will inform implementation across agencies.
The Industrialization Secretary noted that the absence of clarity in classification and regulation of cosmetics has contributed to rising imports and declining local production, undermining job creation and industrial competitiveness. He underscored that the framework emerging from this process will support Kenya’s National Industrialization Policy, strengthen domestic manufacturing, and guide future regional and international engagements. Participants were encouraged to view the outcome as a shared national responsibility, with decisions taken expected to deliver long-term benefits for industry, consumers, and the broader economy.
