The Government through the Ministry of Industry, Trade and Cooperatives constituted an all-inclusive Business Environment Delivery Unit in 2014. This was intended to systemize the reform initiatives being undertaken by the Government and strengthen the institutional coordination. Over the last two years the unit embarked on improving the country’s business environment with clear terms of reference of remodeling processes. Membership of the Unit is drawn from the following Ministry, Departments and Agencies:

  1. Ministry of Lands and Physical Planning
  2. Kenya Revenue Authority
  3. Kenya Trade Network Agency
  4. State Law Office
  5. Nairobi City County
  6. Kenya Power
  7. National Social Security Fund
  8. National Hospital Insurance Fund
  9. Private Sector and Development Partners Representation
  10. Judiciary

The delivery unit developed action plans of reforms with specific indicators that require consultations and coordination of different stakeholders. The government will implement the reforms in order to improve the business environment in the country. This will also achieve the twin benefit of improving Kenya's ranking in the Ease of Doing Business Indicators and the Global Competitiveness Index which influence investment decisions globally.

Improving the Ease of Doing Business in Kenya will stimulate private sector to expand operations for economic growth and thereby contribute to the creation of more jobs. Kenya over the years has been ranked poorly in the ease of doing business index and its ranking has been deteriorating over the last four years. With concerted effort this trend has been reversed in the past year with Kenya recording an impressive ranking of 3rd most improved economy globally having moved 28 places from position 136 to 108; 9th in the Ease of Doing Business out of 49 countries in Sub-Saharan Africa (SSA); and 28th in getting credit indicator compared with 189 other economies.

Improvement of Business Environment took a participatory and all inclusive approach, where Government Ministry’s Departments and Agencies partnered with the Private Sector to implement agreed upon business reforms. In this regard, the Government has been partnering with IBM and Strathmore University in documenting processes and procedures affecting business specifically under the Ease of Doing Business Indicators of; Starting a Business, Paying Taxes, Trading Across Borders, Registering Property and Getting Electricity.

Scope of work

  1. Provide Integrated Marketing Support services including Advertising, Public Relations, Event Management, Media Management and Digital management for Ease of Doing Business and the other various programmes within the Ministry
  2. Conceptualization of planned programmes and activities within the year for the Ease of Doing Business and other programmes of the Ministry
  3. Organize media briefing and guest management for the workshops and breakfast meetings on Ease of Doing Business or any other activity as will be advised by the Ministry
  4. Organize and manage events including roundtables, breakfast meetings and gala dinners/cocktail, expositions/fairs events for activities under the Ease of Doing Business Programme and any other activities in the Ministry
  5. Provide publicity support through design and production of appropriate sponsorship packages and print collateral materials and signage for Ease of Doing Business
  6. Provide Seamless event coordination, detailed reporting, risk management and contingency planning
  7. Sponsorship management; identifying strategic sponsors in line with the various programmes and developing relevant sponsorship packages
  8. Development and production of appropriate integrated communication materials including; advertisements, audiovisual clips, infomercials, documentaries, radio clips, below the line materials; collaterals and promotional materials
  9. Digital content management and community management
  10. Media planning and buying for print, television, outdoor, digital.

Events to be organized

The following will be the events that will be organized under the ease of doing business improvement programme and other programmes as may be advised by the Ministry during the period under the contract:

  1. Organize benchmarking /learning tours to two top rankings countries in World Bank Doing Business Rankings
  2. Two Business Environment Delivery Unit workshops
  3. Breakfast Meetings on business reforms implemented
  4. Expositions/fairs.

Duration for the works

The duration for the services to be provided to the client specified under this TORs shall be for a period of 12 months from the signing of the contract.

Deliverables

The following will be deliverables to the Ministry as per the scope of services by the consultant/firm;

  1. Planning and organization report for the benchmarking tours (including ticketing)
  2. Event Sponsorship Report and their commitments
  3. Media and press release and invitations reports for workshops and breakfast meetings
  4. Designing and publicity materials for radio, TV and print media.
  5. Events risk management and contingency planning report
  6. Print collateral materials, signage and delegates packs and badges
  7. Reports for activities organized and successfully held.

The Completed Expression of interest and accompanying documents must be submitted by Monday, 31st October, 2016 at 12.00 hrs (East African Time) in plain sealed envelopes and clearly marked “REQUEST FOR EXPRESSION OF INTEREST (REOI) FOR EASE OF DOING BUSINESS EVENTS ORGANIZATION” and should be deposited in the Tender Box provided on the 16th floor NSSF Building, Block A, Eastern Wing, addressed to;
