INTENTION TO SINGLE SOURCE CONSULTANCY FOR TECHNICAL SERVICES ON EASE OF DOING BUSINESS REFORMS – PHASE III

Assignment Title: Consultancy for Technical Services on Ease of Doing Business Reforms – Phase III

The Government of Kenya is committed to promoting, facilitating, and providing a conducive business environment to attract more investments into the country. The Ministry of Industry, Trade and Cooperatives has been tasked to spearhead the coordination of the Ease of Doing Business (EODB) Reforms in the Country, in order to make Kenya globally competitive as well as a leading Foreign Direct Investment destination. Towards this goal, the Ministry, through the Business Environment Delivery Unit (BEDU), with the technical support from IBM, has been implementing activities under Phase I and II of the EODB Reforms that have resulted in Kenya improving by 28 places from position 136 in 2015 to 108 in 2016 under the World Bank Ease of Doing Business (EODB) Index. The goal is to have Kenya ranked among the top 50 globally in the World Bank EODB Index by 2020.

The improvement in Kenya’s business environment is expected to continue taking a participatory and all-inclusive approach, where the Government Ministry’s, Departments and Agencies (MDAs) will be partnering with the private sector to prioritize reforms of the business environment indicators. In this regard, this Ministry intends to engage with IBM East Africa Limited through the existing Research Collaboration Agreement between the Government of Kenya and IBM East Africa Limited to provide professional technical services, that includes best practices studies with a view to deepen the Ease of Doing Business reforms in MDAs. This is to ensure continuity and standardization in approach for the business process re-engineering, business legislations reforms and automation of business legislative and regulatory processes.

This advert is a notification on the Government’s intention for continuing with Consultancy for Technical Services on the Ease of Doing Business Reforms - Phase III. Any firm or person interested may express their intentions by 23rd September, 2016 at 12.00 hrs (East African Time) in plain sealed envelopes and clearly marked “INTENTION TO BID (ITB) FOR PROVISION OF CONSULTANCY FOR TECHNICAL SERVICES ON EASE OF DOING BUSINESS REFORMS – PHASE III” and should be deposited in the Tender Box provided on the 16th floor NSSF Building, Block A, Eastern Wing, addressed to;
