TENDER NO. MOIED/RFP/006/2014-2015: CONSULTANCY SERVICES FOR FEASIBILITY STUDY AND DEVELOPMENT OF MASTER PLAN FOR THE PROPOSED LEATHER INDUSTRIAL PARK AT KINANIE, ATHI RIVER

The ministry has received various requests for clarification on the above tender and would like to respond and clarify as follows:-

  1. 1. The duration of the contract shall be three (months) from the commencement date of the contract.
  2. 2. The ministry will require a concept plan guided by a project brief that will be provided by the client. Concept plan to be in line with section 2(2) of the RFP document.
  3. 3. The scale of drawings for the leather industrial park scale should be 1:2500
    Note: Topo survey to be used both for Master-planning and also for Physical Planning and surveys. Topo in 1:50 and 1:2500 may already be in GOK possession since the Sewerage works project of 1991/3 involved such a survey.
  4. 4. The project is a leather industrial park located in an EPZ, and will be managed by EPZA. The Enterprises will choose to either operate under Export Processing Zones Authority (EPZA), or non EPZ with advisory inputs from various stakeholders involved in leather sector, technology, industrial policy, and business associations. Specific services or sections of the park can be leased to private sector operators for their operation under permit or licences as regulated by EPZA or otherwise.
  5. 5. The TOR in the RFP do not require infrastructure design, and so the prototype model will be a physical model in 3 dimensions showing the use of various sections of land including using representation of buildings, tree, roads, housing, recreational amenities etc by dummies of such facilities to demonstrate visually how the land will be used. This is for demonstration only and should not be construed as an initial design of these buildings.
  6. 6. The Client will provide applicable Topographical survey
  7. 7. Benchmarking to be based in desk based study
  8. 8. The consultant’s scope does NOT include getting approvals and permissions from regulatory authorities.
  9. 9. Where the work entails professional engineering duties, they should only be undertaken by someone who has valid registration from ERB to practice in an engineering occupation in Kenya.
  10. 10. The TOR on page 38 of RFP document talks of “at least” 3 experts. The consult may provide more.
  11. 11. There are no engineering designs needed for Leather industrial Park.
  12. 12. This tender is independent of any other tender/procurement that the Ministry is/may undertake.
  13. 13. The Ministry has already extended tender submission date to 5th May 2015.
